REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 21, 2011 <br />TITLE: <br />RESOLUTION — OPPOSITION TO <br />ELIMINATING REDEVELOPMENT <br />AGENCIES <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Adopt a resolution of the City of Santa opposing the Governor's proposal to eliminate Community <br />Redevelopment Agencies. <br />DISCUSSION <br />Governor Brown's fiscal year 2011 -2012 state budget proposal includes the elimination of <br />redevelopment agencies. This proposal would have major impacts for the City of Santa Ana. <br />Redevelopment has had decades of positive results in improving communities across the state <br />and has contributed to an array of projects throughout Santa Ana. Some of these <br />accomplishments include the Main Place Mall, Santa Ana Auto Mall and the Grand Central Arts <br />Center. The negative impacts on our economy, including job- creation and the development of <br />affordable housing, would be so devastating that the League of California Cities is assembling a <br />team of lawyers to challenge the State if in fact they vote to abolish the redevelopment agencies. <br />The League of California Cities legal team contends that the Governor's proposed elimination of <br />Redevelopment Agencies is unconstitutional based on the passage of Proposition 22 late last <br />year.
