MacArthur Project Modification - Santa Ana - Air Quality Assessment <br />KPC Environmental, Inc. <br />1.0 Introduction <br />1.1 Project Description and Location <br />The proposed project is a modification to a previously approved project with the <br />applicant proposing modifications to the low-rise condominium component and the <br />parking structure. The approved project included a 5 and 6 story condominium <br />component with a total of 276 residential units and a 2-story parking structure with one <br />subterranean level and one above-ground level with a total parking capacity of 665 <br />vehicles. The proposed amendment will increase the number of residential units to 300 <br />while maintaining the overall footprint and square footage of the approved project. The <br />approved project parking structure will be modified as a 6-level structure with one <br />subterranean level and five above-ground levels for a total parking capacity of 660 <br />vehicles. The roof area of the parking structure will be developed for recreational uses. <br />The project site is located at Main and MacArthur Blvd. in the incorporated area of the <br />City of Santa Ana, Orange County, California. The site is located in an air quality region <br />known as the South Coast Air Basin (SCAB) under the jurisdiction of the South Coast <br />Air Quality Management District (SCAQMD) for air quality administration. <br />This assessment includes various phasing in the construction of the proposed project <br />modification to the parking structure which includes: mass grading/excavation, trenching <br />& foundation work, building construction, architectural coatings, and existing and future <br />estimated area, operational, and green house gas (GHG) emissions associated with the <br />proposed modified project. Because the proposed modification to the condominium <br />component will not increase the footprint or total square footage of the approved project <br />no assessment was completed as the construction and anticipated emissions were <br />reviewed and reported in the Air Quality Analysis completed by Giroux & Associates, <br />dated November 11, 2004. Assessment of the modification to the parking structure does <br />not include demolition as this phase was completed during the construction of various <br />components of the existing approved project site. <br />2.0 Air Assessment Description <br />This assessment is based on guidance contained in the South Coast Air Quality <br />Management Districts CEQA Air Quality Handbook, CARB's Preliminary Draft Report <br />on Recommended Approaches for Setting Interim Significance Thresholds for GHG <br />under CEQA, the Bay Area AQMD (BAAQMD), GHG Plan Level Quantification <br />Guidance, and acceptable environmental practices. Modeling programs including Urban <br />Emissions Model, (URBEMIS 2007, 9.2.4); emissions inventory program, Emfac; and <br />dispersion model, CALINE 4 were utilized to determine the projects air quality impacts <br />on the environment. <br />02/02/11 <br />75B-109
