b) Does the project have impacts that are individually limited, but cumulatively considerable? <br />("Cumulatively considerable" means that the incremental effects of a project are considerable when <br />viewed in connection with the effects of past projects, the effects of other current projects, and the <br />effects of probable ft{ture projects)? (No Substantial Change from Previous Analysis) <br />The FEIR stated that the project would contribute cumulatively significant adverse emissions to the <br />South Coast Basin, which is already a non-attainment area. This impact is significant and adverse and <br />cannot be mitigated to levels of insignificance. An update Air Quality Assessment dated January 27, <br />2011 concluded that no impacts due to construction or operational emissions would exceed the <br />significance thresholds. However, in the absence of thresholds for Greenhouse Gas emissions, it must <br />be considered that any GHG emissions contribute incrementally to a cumulative impact. However, the <br />impact will not be regionally significant. The FEIR identified significant unavoidable and cumulative <br />impacts in the area of air quality emissions. The incremental change from the proposed project odes <br />not rise to the level of significant when compared to the project analyzed in the 2005 FEIR. The FEIR <br />also stated that the project would have cumulative impacts regarding transportation and traffic due to <br />the uncertainty and issues regarding fair-share funding for mitigation measure T-6, regarding the <br />construction of a two-lane metered on-ramp to the SR-55 freeway. Due to the uncertainty of <br />implementation, cumulative impacts were considered for the year 2025. The project will have no new <br />or more severe impacts beyond those addressed and mitigated in the MacArthur Place South FEIR. <br />c) Does the project have environmental effects that will cause substantial adverse effects on human <br />beings, either directly or indirectly? (No Substantial Change from Previous Analysis) <br />Mitigation measures have been provided in the MacArthur Place South FEIR and the 2009 Addendum <br />to reduce impacts.
