To analyze future conditions it is necessary to analyze the traffic impacts related to development of the <br />project. The traffic impacts for the proposed project are determined by comparing the traffic <br />conditions in the future without the project to comparable future conditions with the proposed project <br />with special consideration at locations where level of service is not forecast to be adequate. <br />It is also necessary to indicate whether any predicted traffic impacts are significant. Traffic impacts are <br />identified as significant if the proposed project results in a significant change in traffic conditions on a <br />roadway or intersection. The significant impact criteria provided below are based on -ail cities traffic <br />study guidelines (City of Santa Ana, City of Costa Mesa, and City of Irvine). The thresholds to <br />determine significant traffic impacts for purposes of this project are as follows: <br />■ A significant project impact occurs when the ICU value increases by greater than .01 and achieves <br />unacceptable level of service ("E" or "F ") or worse. <br />Since no unsignalized intersection is included in the study area, discussion for the impact of the <br />unsignalized intersections is not included. <br />Table 9 shows the comparison of study intersections under Opening Year (2013) conditions. As <br />indicated, the proposed project will not generate significant impact to the intersections within the study <br />area. <br />Table 10 shows the comparison of study intersections under Long Range (2035) conditions.
