(No Substantial Change from <br />Previous Analysis) <br />As analyzed in the FEIR, the project is not located in the vicinity of a levee or a dam. No changes have <br />occurred in this area from the analysis provided in the FEIR. Therefore, the FEIR remains adequate <br />and complete for this topic. <br />j) Would the project cause inundation by seiche, tsunami or mudflow? (No Substantial Change from <br />Previous Analysis) <br />The FEIR identified impacts related to inundation by seiche, tsunami, or mudflow that would result <br />from project implementation. No changes have occurred in this area from the analysis provided in the <br />FEIR. Therefore, the FEIR remains adequate and complete for this topic. <br />X. Land Use and Planning <br />a) Would the project physically divide an established community? (No Substantial Change from <br />Previous Analysis) <br />The project analyzed in the FEIR is currently developed with office and commercial uses, and no <br />established community exists. No changes have occurred from the previous analysis and, therefore, the <br />FEIR remains adequate and complete for this topic. <br />b) Would the project conflict with any applicable land use plan, policy or regulation of an agency with <br />jurisdiction over the project (including, but not limited to the general plan, specific plan, local coastal <br />program or zoning ordinance) adopted for the purpose of avoiding or mitigating an environmental <br />effect? (No Substantial Change from Previous Analysis) <br />The project site is designated District Center (DC) in the City's General Plan, which designation <br />specifically allows mixed -use development. The site underwent a zone change from General <br />Commercial (C2) to the Specific Development (SD) zone during the original project approval process. <br />The modifications to the condominium component of the project will have no new or more severe <br />impacts beyond those analyzed in the FEIR. Therefore, the FEIR remains adequate and complete. <br />c) Would the project conflict with any applicable habitat conservation plan or natural community <br />conservation plan? (No Substantial Change from Previous Analysis) <br />The project site is not within a habitat conservation or natural community conservation plan. No new or <br />more severe impacts beyond those addressed in the FEIR will occur. Therefore, the FEIR remains <br />adequate and complete with respect to this topic. <br />XI. Mineral Resources <br />a) Would the project result in the loss of availability of a known mineral resource that would be of value <br />to the region and the residents of the state? (No Substantial Change from Previous Analysis) <br />b) Would the project result in the loss of availability of a locally important mineral resource recovery site <br />delineated on a local general plan, specific plan or other land use plan ?(No Substantial Change from <br />Previous Analysis) <br />The FEIR Initial Study determined that, because the project site did not include mineral resources, no <br />impact would occur and no further analysis was required. The project is located in a substantially built - <br />out area of Santa Ana, and the site was previously disturbed with grading and construction.
