Chapter 5 Statement of Overriding Considerations <br />Climate Change <br />Impact4.13-1 Long-term cumulative development pursuant to the Transit Zoning Code at full <br />build-out would result in significant localized air quality impacts for operational <br />level emissions. As a whole, this impact is significant for operational emissions <br />due to the size of the Transit Zoning Code (SD 84A and SD 84B) area. <br />Impact 4.13-2 Long-term cumulative development pursuant to the Transit Zoning Code at full <br />build-out has the potential to conflict with AB 32. The Project as a whole is <br />significant for operational emissions due to the size of the Transit Zoning Code <br />(SD 84A and SD 84B) area. <br />Short-Term Impacts <br /> <br />? <br />Of the sixteen significant unavoidable impacts directly attributable to the Proposed Project and <br />associated cumulative impacts, as identified above, four would be classified as short-term. These short- <br />term impacts are related to construction activities and their temporary effect on air quality and <br />groundborne vibration. Once the various construction projects are complete, these impacts would no <br />longer exist. <br />Long-Term Impacts <br /> <br />? <br />Of the sixteen significant unavoidable impacts directly attributable to the Proposed Project and <br />associated cumulative impacts, as identified above, twelve of the aforementioned impacts are considered <br />long-term. <br />5.3OVERRIDING CONSIDERATIONS <br /> <br />The City hereby finds that economic, legal, social, technological or other benefits of the project outweigh <br />the significant and unavoidable impacts identified in the EIR. In making this finding, the City has <br />balanced the benefits of the project against its unavoidable significant impacts and has indicated its <br />willingness to accept those adverse impacts. The Santa Ana City Council finds that the following benefits <br />of the Project warrant approval of the Project notwithstanding its significant, unavoidable environmental <br />impacts. <br />The project objectives of the Transit Zoning Code component of the Project are to: <br /> <br />¦ <br />Provide zoning for the integration of new infill development into existing neighborhoods <br /> <br />¦ <br />Provide for a range of housing options, including affordable housing <br /> <br />¦ <br />Allow for the reuse of existing structures <br /> <br />¦ <br />Allow the development of the Agency properties <br /> <br />¦ <br />Provide a transit-supportive, pedestrian-oriented development framework to support the addition <br />of new transit infrastructure <br /> <br />¦ <br />Preserve and reinforce the existing character and pedestrian nature of the City by strengthening <br />urban form through improved development and design standards <br />Revised Station District Project and FOL Settlement Agreement Findings of Fact/Statement of Overriding <br />5-8 <br />Considerations <br /> <br />
