REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 16, 2011 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: APPROVED <br />❑ As Recommended <br />AGREEMENT FOR ENVIRONMENTAL ❑ As Amended <br />SERVICES WITH ICF INTERNATIONAL TO El r-1 on 151 Reading <br />❑ Ordinance on 2 "d Reading <br />PREPARE AN EIR FOR A 319 -UNIT ❑ Implementing Resolution <br />MULTIPLE FAMILY RESIDENTIAL ❑ Set Public Hearing For_ <br />DEVELOPMENT AT 200 EAST FIRST <br />AMERICAN WAY <br />r <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the attached agreement with <br />ICF International for environmental services in an amount not to exceed $204,122 for a proposed <br />residential development located at 200 East First American Way, subject to non - substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In April 2011, the Planning Division received a submittal by Ryan Ogulnick, Vineyards <br />Development Corporation, to develop the approximately 3.1 acre undeveloped parcel of land <br />located at 200 East First American Way, referred to as The Met at South Coast. The proposed <br />project is a request to construct 319 multiple family residential units with two levels of subterranean <br />parking and one level of above grade parking. After reviewing the project description, it was <br />determined that an environmental impact report (EIR) will be necessary to meet the requirements <br />of the California Environmental Quality Act (CEQA). <br />A Request for Proposal (RFP) for consultant services was authorized by the City Council on <br />February 22, 2011. The RFP was prepared and sent to five different environmental firms. <br />Proposals were received from two environmental firms. After reviewing the proposals, the firm ICF <br />International was found to be qualified, and was selected based on the firm's experienced staff, <br />knowledge of the study area, and ability to complete the work in a timely manner. At this time, staff <br />recommends that ICF International be awarded the contract to prepare the Environmental Impact <br />Report for the project. The consultant has identified a cost of $204,122 for the EIR and associated <br />technical studies to be prepared (Exhibit 1). Funding for the work on the EIR would be provided <br />entirely by applicant. <br />25G -1 <br />
