Leighton Consulting <br />(A6) Environmental Services ) <br />• Site Investigation Reports: Leighton will analyze the field and laboratory data, and prepare a <br />detailed ESA report that describes the various investigation tasks, the field and laboratory <br />data, and our findings, conclusions, and recommendations. All reports will be appropriately <br />illustrated (site maps, cross-sections, iso -concentration maps, groundwater gradient maps, <br />etc.) and will be organized in accordance with the requirements of the RFP. The reports will <br />be signed by those who prepared it, and signed and stamped by the California -registered <br />professional (PG or PE) overseeing the CTO. Hazardous materials survey reports for lead and <br />asbestos will also Include maps detailing the distribution and location of the hazardous <br />material removals and will be signed by the appropriate licensed professional. <br />• Health and Ecological Risk Assessments: Human Health and Screening -Level Ecologic Risk <br />Assessments (HHRAs, SLERAs) will be prepared by our subcontractor, Dr. Heriberto Robles <br />of Enviro-Tox Services. The HHRAs and SLERAs will present defensible professional <br />conclusions that summarize the completed Leighton studies, describe any uncertainties, <br />state assumptions and limitations, and provide a scientific basis and rationale for each <br />assumption. Conclusions will be based on current federal, state, and local guidelines, <br />rules, regulations, and requirements. Our goal Is to provide a concise, defensible <br />document the City can utilize in planning/negotiating property acquisitions, site <br />improvements and site re -development. HHRA and SLERA evaluations are crucial for <br />negotiating site closure with the environmental regulatory agencies. <br />Project Schedule by Task <br />For the purposes of this proposal, we have assumed a one -acre, single Assessors Parcel <br />Number (APN) which requires a Phase I ESA, followed by a Phase II ESA. The following example <br />Project Schedule demonstrates completing the tasks in terms of elapsed weeks from a project <br />commencement date. This schedule correlates to the Labor Allocation Table provided in the <br />Proposed Staffing and Project Organization section, as well as the Cost and Price Proposal section <br />of this proposal. For the Phase II ESA, we assumed a geophysical survey would be performed to <br />clear boreholes and identify subsurface anomalies followed by a soil (direct -push) Investigation on <br />the first field day (after mark -out) The second field day would consist of a soil vapor investigation <br />CITY OF SANTA ANA I RIGHT OF WAY CONSULTING AND RELATED SERVICES 1 24 <br />
