"J Leighton Consulting I (A6) Environmental Services <br />IW <br />CITY OF SANTA ANA I RIGHT OF WAY CONSULTING AND RELATED SERVICES ) :to <br />LlJ <br />2E I COST AND PRICE PROPOSAL <br />w <br />Phase I and Phase II ESAs come in all shapes and sizes. Sites range from single parcel lots <br />to corridors spanning many miles. For the purposes of this proposal, we have assumed a one -acre, <br />single Assessors Parcel Number (APN) which requires a Phase I ESA, followed by a Phase II ESA. <br />Based upon the Labor Allocation Table included earlier In this document, we assumed a baseline <br />Phase I ESA would require approximately 25,5 hours to complete. Using the labor rates included In <br />Exhibit B, this would result in approximately $3,100 In labor charges. Adding $500 for the <br />database search report (EDR or similar), a baseline Phase I ESA would cost $3,600. <br />�^ <br />For the Phase II ESA, We assumed a geophysical suryey would he performed to clear <br />boreholes and identify subsurface anomalies followed by a soil (direct -push) investigation on the <br />" <br />first field day (after mark -out) The second field day would consist of a soil vapor Investigation with <br />onsite mobile laboratory. Using the Labor Allocation Table for the 'typical' Phase II ESA and the <br />labor rates in Exhibit B, this "typical" Phase 11 ESA would cost $24,594, based upon the following <br />HJ <br />breakdown: <br />.� <br />• Geophysical Survey -$2,000 <br />• Two days of direct -push rig - $5,200 <br />• One day of Mobile laboratory- $2,700 <br />Leightoniabor-$14,594 <br />We assumed one 3,000 -square -foot structure Is located on the property, requiring <br />assessment for hazardous materials, namely asbestos and lead-based point. The hazardous <br />materials survey for this building would cost approximately $2,400.
