REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 6, 2011 <br />TITLE: <br />AGREEMENT WITH RANCHO SANTIAGO <br />COMMUNITY COLLEGE DISTRICT TO <br />PROVIDE INSTRUCTIONAL SERVICES <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1St Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached agreement with the <br />Rancho Santiago Community College District in the amount of $88,463 to provide instructional <br />services to eligible youth participating in the Seeds to Trees Digital Media Academy, subject to <br />non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On June 20, 2011 the City Council awarded $150,000 in Workforce Investment Act (WIA) funds to <br />the Santa Ana Public Library to operate a Youth Training Program. The Library will utilize the <br />funds to create the "Seeds to Trees Digital Media Technology Academy" program. The Library <br />currently operates the Seeds to Trees Academy, which utilizes the library's Circle of Mentoring <br />model and funds from the IMLS Laura Bush 21St Century Librarian grant to provide training and <br />employment for youth who are interested in entering the library profession. <br />The Digital Media Technology component of the Seeds to Trees program, developed in <br />partnership with the Rancho Santiago Community College District's ( RSCCD) Corporate Training <br />Institute (CTI) and Digital Media Center (DMC), is a comprehensive, post secondary program <br />comprised of paid training and work experience in the field of digital media technology. Twenty <br />students, ranging in age from 16 -21, will receive approximately six months of hands -on training <br />from the RSCCD's DMC and CTI to develop necessary experience in the digital media field. After <br />completion of the first phase of the program, they will begin five months of on- the -job paid work <br />experience in the Library's web design and CTV -3 video production units. <br />RSCCD will provide skilled instructors and administrative management, curriculum development, <br />as well as the equipment, textbooks and materials required to support the curriculum for a total <br />amount of $88,463. The WIA funds will provide $72,450 with the balance of the contract costs <br />funded through the City's Public Library Fund account. This agreement term will be September 1, <br />2011 through June 30, 2012. <br />25D -1 <br />
