These requirements are <br />indicated by bold, italic type. <br />FILING INSTRUCTIONS: <br />This directive supersedes Workforce Services Directive WSD09 -14, dated <br />March 4, 2010, and finalizes Workforce Services Draft Directive WSDD -48, issued for <br />comment on September 2, 2010. The Workforce Services Division received one <br />comment during the draft comment period. This comment resulted in one substantive <br />change to the directive which is viewed as highlighted text. The highlighted text will <br />remain on the Internet for 30 days from the issuance date. A summary of the comment <br />is provided as Attachment 2. Retain this directive until further notice. <br />BACKGROUND: <br />On June 30, 2010, the DOL granted California approval of its request to extend its <br />Strategic State Plan, six existing waivers, and two new waivers through June 30, 2011. <br />The six existing waivers include: <br />• The waiver of the prohibition to use Individual Training Accounts (ITA) for older and <br />out -of- school youth at Title 20 CFR 664.510. <br />• The waiver of the time limit on the period of initial eligibility of training providers at <br />Title 20 CFR 663.530. <br />• The waiver to permit the State to replace the performance measures at WIA <br />Section 136(b) with the common measures. <br />• The waiver of WIA Section 134(a) to permit local areas to use a portion of local <br />funds for IWT. <br />• The waiver of the required 50 percent employer contribution for customized training <br />at WIA Section 101(8)(C). <br />Page 2 of 7 64 <br />
