REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 17, 2012 <br />TITLE: <br />AGREEMENT FOR CALIFORNIA GREEN <br />BUILDING CODE AND LEADERSHIP IN <br />ENERGY AND ENVIRONMENTAL DESIGN <br />(LEED) TRAINING (GRANT FUNDED) <br />t <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1st Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with GreenStep <br />Education subject to nonsubstantive changes approved by the City Manager and City Attorney for <br />California Green Building Code and Leadership in Energy and Environmental Design training <br />services in an amount not to exceed $55,180 to be paid for with grant funding, and authorize the <br />City Manager to execute an amendment to extend said agreement should the grant period be <br />extended. <br />DISCUSSION <br />The California Public Utilities Commission (CPUC) has made Local Government Strategic Plan <br />funding available to those cities with an energy efficiency partnership with Southern California <br />Edison (SCE). The purpose of the grant is to advance the goals found in the CPUC's Long -Term <br />Energy Efficiency Strategic Plan. Santa Ana was awarded one of the strategic plan grants in 2011. <br />As part of the grant, the City will receive funding to conduct California Green Building Code <br />(CALGreen) and Leadership in Energy and Environmental Design (LEED) Certification training. <br />Classes will be offered to staff, Council members, commission and committee members and are <br />designed to augment participants' knowledge and background when working with architects and <br />builders in reviewing plans and to encourage increased green building. <br />The CALGreen standard became law as of January 1, 2011, and includes voluntary and <br />mandatory measures for building in California. LEED standards are not mandatory, however, the <br />building industry is becoming more familiar with LEED and its benefits to occupants and tenant. In <br />addition, it is the nationally accepted protocol for the design, construction, and operation of high - <br />performance green buildings. <br />25B -1 <br />
