FOR <br />CONDUCTING OF IMMEDIATE ACTION <br />TEAM COURSE (GRANT UASI) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1St Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager or Chief of Police to execute the attached agreement with <br />Government Training Institute, Inc., to provide the Immediate Action Team Course to first <br />responders in the Urban Area in an amount not to exceed $600,000, subject to non - substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The United States Department of Homeland Security developed the Urban Areas Security <br />Initiative (UASI) funding program. UASI provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond to, and recover from acts of <br />terrorism. The grant specifically provides funding for anti - terrorism equipment, planning, training, <br />and exercises. The City of Santa Ana has fiscal responsibility for the FY11 UASI grant for the <br />Anaheim/ Santa Ana Urban Area which encompasses the 34 jurisdictions in Orange County. <br />The grant calls for training that will allow first responders to more effectively respond during <br />crises and critical incidents. The Immediate Action Team Course provides law enforcement <br />officers with proven tactics and techniques in dealing with active shooters and terrorist <br />incidences. <br />FISCAL IMPACT <br />Funds are available in the FY 2011 UASI Grant Program through Project H — Training fund <br />account (No.12514407- 62300, Activity 12424001187) as approved by the City Council with <br />Resolution No. 2011 -061. <br />Paul M.
