0 0 <br />2428 McGee Avenue <br />Berkeley, CA 94703 <br />(510) 845 -8625 <br />(510) 845 -4606 FAX <br />dickson.bonneau @gmail.com <br />Bonneau Dickson, P.E. <br />Consulting Sanitary Engineer <br />January 12, 2012 <br />Mr. Robert Silverstein, Esq. <br />The Silverstein Law Firm <br />216 North Marengo Avenue, 3rd Floor <br />Pasadena, CA 91101 -1504 <br />Dear Mr. Silverstein: <br />At your request, I have reviewed the September 15, 2011 Recirculated Draft <br />Environmental Impact Report (RDEIR) documentation for the San Lorenzo <br />Sewer Lift Station Project in the City of Santa Ana, California and the City's Final <br />Environmental Impact Report (FEIR) recently issued. <br />My review and analysis focused on: <br />• The alleged age of the existing Segerstrom Lift Station. <br />• Maintenance issues with the existing Segerstrom Lift Station. <br />• A review of the RDEIR's analyses of some of the alternative sites. <br />• Creation of an environmentally and economically superior <br />alternative that would involve converting the existing Segerstrom <br />Lift Station into a submersible lift station. <br />• The City's FEIR comments on your letter of October 31, 2011. <br />(Starting on Page FEIR -54). <br />AGE OF THE EXISTING PUMP STATION <br />The age of the existing pump station is relevant to the project objectives, which <br />are discussed starting on Page 2-6 of the RDEIR. <br />According to the RDEIR, the primary objective of the proposed project is said to <br />be the replacement of the existing pump station "that has exceeded its design <br />life." The RDEIR notes that the pump station was built in the 1960s. It also <br />mentions that the station was rebuilt in 1989. <br />55A -150 <br />
