As discussed elsewhere, using sites other than the <br />proposed site would avoid having to construct the temporary sewer bypass and <br />relocate the SCE power pole, which would shorten the duration of construction <br />by at least four weeks. <br />The greater amount of space and the better access to the pump station in Site <br />No. 8 would result in even more reduction in the duration of construction. <br />The RDEIR also concedes that Alternative Site No. 8 would have a reduced <br />potential to expose nearby odor - sensitive uses to substantial offensive odor <br />levels. <br />The RDEIR notes that construction of a pump station at this site would result in a <br />deficit of only three parking spaces after the project is completed, which is a very <br />minor impact. <br />5.4.10 ALTERNATIVE SITE No. 12 <br />Alternative Site No. 12 is located in the parking lot of a medical building located <br />at 2701 South Bristol Street. <br />The RDEIR concedes that the use of Site No. 12 would reduce the length of the <br />underground sewer conveyance infrastructure by 42 percent but asserts that it <br />would result in an increase of two days in the duration of the construction. This <br />assertion is based on the specious presentation about the difficulty of <br />construction in South Bristol Street. <br />The construction schedule for the project allows four weeks for the pipeline work, <br />including the 190 -feet of gravity sewer in South Bristol Avenue. Any increased <br />difficulty of working in South Bristol Street would very likely be offset by the 42 <br />percent reduction in the length of the pipes. <br />Even if the much shorter length of pipeline work took the same four weeks as the <br />pipeline work in the proposed project, the traffic disruption of four weeks in South <br />Bristol Street would be far shorter than the 25 week lane closures in West <br />Segerstrom Avenue. <br />As discussed elsewhere, using sites other than the proposed site would avoid <br />having to construct the temporary sewer bypass and relocate the SCE power <br />pole, which would shorten the duration of construction by at least four weeks. <br />55A -162 <br />
