REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 5, 2012 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: APPROVED <br />❑ As Recommended <br />AGREEMENT RENEWAL WITH GRAFFITI ❑ As Amended <br />❑ Ordinance on 15' Reading <br />PROTECTIVE COATINGS, INC., FOR ❑ Ordinance on 2nd Reading <br />GRAFFITI REMOVAL SERVICES ❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute the attached renewal for graffiti <br />removal services with Graffiti Protective Coatings, Inc., in an amount not to exceed $600,000 for <br />the period of March 1, 2012 through February 28, 2013, subject to nonsubstantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency's Maintenance Division is responsible for citywide graffiti abatement, <br />which is performed 365 days a year. Graffiti is typically removed within 24 hours based on <br />requests received from City staff and residents through the City's graffiti hot -line telephone <br />number. With the addition of real time dispatching, 58% of the requests for service received have <br />been completed within the same day. <br />In August 2009, staff conducted a Request for Proposal compliant with the City's public bidding <br />requirements with notice to all potential bidders of whom the city was aware, in addition to the <br />publication in the paper. In February 2011, Council approved an agreement with Graffiti Protective <br />Coatings, Inc. for a one -year period with provisions for four one -year renewals. The City awarded <br />the agreement with specific conditions to be met by the contractor to make an investment in the <br />community. These conditions were met and included establishing an office space in Santa Ana, <br />purchasing materials and supplies from a Santa Ana vendor, hiring residents of Santa Ana and pay <br />their employees equal to, or greater than, the Orange County Living Wage. The contractor has <br />consistently demonstrated the ability to meet the contract specifications by providing citywide color <br />matching, daily upper -level graffiti removal, and facilitating graffiti crime analysis. During the first <br />10 months of the contract, 4,089,967 square feet of graffiti was abated, which is 12 percent more <br />than the same 10 -month period of the prior year. <br />25A -1 <br />
