After a contract is <br />signed the OC[~A I Iuman Res<>urcc Department `will begin the necessary transition <br />processing for Santa Ana Dire personnel. "I'hc process will begin with presenting job offers <br />to nc~. current tianta Ana employees; once accepted by the employees they will begin medical <br />evaluatiots. OCFA's IItuz~an Resource (IIR) Department routinel}% processes n.ew <br />employees through IICI medical center and completes bcnvccn ten (]O) to eleven (71) <br />n~cdical exams a day; however, at that rate it could take at least one month to provide Santa <br />~'\na Pire. personnel with a medical evaluation. Once tic employee completes their medical <br />evaluation it may take a week or two for OCFA to be provided the results. As this priouty <br />task is the most time consunung of the. tasks C>CF11's I IR Department has been working <br />with UCI to increase the rate of medical evaluations to reduce these timeframes. <br />1>i.~r~r/rLi 7 rrrrrci/inn <br />Another priority task for transition is the ability for the C>rangc County Firc. Authority to <br />dispatch Santa Ana resources. Unlike many tasks necessary for a complete transition an <br />error or mistake. in dispatching could result in extended response times; which could have. <br />gave conseyucnces. Therefore, the tasks associated with transition of Dispatch centers <br />require deliberate and accurate transfer of information. IIowever, in contrast to the <br />transition of personnel txere may be alternative methods for the C>CI^'A to dispatch Santa <br />Ana resources. C>ttr option for a rapid transition is for OCI~A to assume dispatching from <br />Santa Ana's existing dispatch center with newly hired C7C;F:1 dispatchers. hired from the <br />current Santa i\na Dire Dispatchers. 'I'bis option will continue emergency response without <br />interruption ~vl~il~ thc• priorit~~ tasks arm completed. <br />Esser~ti al Tasks <br />"1'hcre arc several essential task that are necessary prior to OCF'A providing emergency <br />sc t~-icc within the• City of Santa _1na. :-\Itl~.ough an esti~ntial cask is important it can lac <br />accomplished with minimal effort and normally within a couple of days- Failure to cotnplcte <br />an essential task may not affect OCFA's ability to provide sere-ice but could place :vt <br />unnecessary liability on either the City of Santa Ana or the 6CFA; therefore, essential raslc <br />should be completed prier to pros-iding service. <br />An example of an essential task is the DMV transfer of tie emergency vehicles. Without a <br />transtier of owners hip C7C1'A's insurance. in unable to cover the vehicles csposing tie City of <br />Santa Ana to an unnecessary liability. <br />Non-Essential Tasks <br />Non-essential tasks arc those raslcs that can be completed after C>CFA begins providing <br />emergency service. Some non-essential tasks will need to be completed within the First (3U) <br />dirty days, while others may not- be complete until several months later.
