Approval of Fire /EMS Emergency Ambulance <br />Transportation and Related Services Agreement <br />September 17, 2012 <br />Page 7 <br />The proposal primary evaluators ranked each bid proposal according to established criteria. As <br />stated in the RFP, the evaluators used the following criteria during their review for this RFP: <br />1. Quality of service; <br />2. Level of service; <br />3. Cost; <br />4. Experience; <br />5. Whether a Bidder is responsible. The term "responsible" referred to the <br />quality, fitness, and capacity of the Bidder to perform the proposed <br />services satisfactorily and in accordance with the specifications and <br />delivery criteria. <br />Gradinq Panel Final Evaluations <br />The proposals from the three bidders were evaluated by the three primary evaluators for <br />assessment and scoring. The panel completed its grading and also conducted a site visit at all <br />three proposer's facilities. During the site visits each bidder was provided an opportunity to <br />present key points of their proposal, and as appropriate, respond to bid clarification requests <br />from the grading panel. The site visit also provided the panel the opportunity to validate <br />elements of the bidder's proposal to ensure that each bid proposal was complete and accurate. <br />Attachment 1 is a summary of the Proposal Grading Results. The Grading Panel recommends <br />that the City's service agreement be awarded to the bidder with the lowest numerical score. <br />Evaluation Panel Ratings and Recommendation <br />The Grading Panel final rankings of the bidders for the City of Santa Ana 9 -1 -1 Contract were <br />as follows: (with the lower score being better) <br />Additional Services Option- Ambulance Billing Services <br />In addition to providing proposals for Ambulance transportation and related services, bidders <br />were offered the opportunity to bid on performing the billing service on behalf of the city. Both <br />CARE and Schaefer submitted proposals, Doctors did not. The proposed costs were $17.50 <br />(CARE) and $17.40 (Schaefer) respectively per transport. Staff is recommending that a cost <br />analysis and study be performed to decide if the optional billing service is beneficial for the City <br />of Santa Ana.
