Budget Narrative <br />Personnel: <br />Workforce Specialist II - .80 FTE -this position will be the case manager for the pro gain. The case <br />manager will recruit youth participants, determine initial eligibility, oversee the Work Experience (WEX) <br />program, collaborate with Rancho Santiago Community College on the certification program and will <br />mentor the participants throughout the program. <br />Workforce Specialist III - .3 FTE (in kind) - this position will oversee the STEM program and assist in <br />mentoring the youth on a monthly basis. <br />Workforce Specialist II - .3 FTE (in kind) - this position will be the job developer for the WEX portion of <br />the STEM program. The job developer will work with the business community to establish work <br />experience positions within the STEM career path. The job developer will assist the case manager in <br />placing the participants in appropriate work environments. <br />Senior Office Assistant - .25 FTE (in kind) - the Sr. Office Assistant will assist with client phone calls, <br />answering youth participant questions, assist with snail-outs, meeting preparation, and assist with the <br />overall operations of the STEM program. <br />Benefits: <br />All STEM staff are employees of the City of Santa Ana. Benefits are based on rates charged by the city. <br />Rates are calculated as a percentage of salary with the exception of health benefits which are charged <br />based on each individual's health plan. <br />Rates for the Workforce Specialist II -.80 FTE - are as follows: <br />Retirement - Employer portion - 8.349% <br />Medicare - 1.45% <br />Retiree Medical - I% <br />Workers Compensation - 1.04% <br />Health Insurance - $5,952 <br />In-kind rates for the Workforce Specialist III - .3 FTE, Workforce Specialist II - .3 FTE, and Sr. Office <br />Assistant - .25 FTE are the same as the Workforce Specialist II -.80 FTE. Health insurance ranges from <br />$1,861 per year to $5,346 per year. <br />Operating Expenses <br />Rent/User Fee: The User Fee is based on actual square footage for the Workforce Specialist II and is <br />charged at $1.97 per square foot. <br />Phones: The phone charge is based on $85 per month and includes usage charges as well as equipment <br />charges. <br />IT Maintenance: Computer and internet services are maintained by the IT division of the City of Santa <br />Ana. The fee is based on the charges assessed by the City to the Santa Ana WORK Center. <br />15 <br />Exhibit G
