Authorize the Community Development Agency to release a Request for Proposals for a <br />management contract for a parking operator to manage the four city -owned downtown <br />parking structures. <br />2. Authorize the City Manager and Clerk of the Coucil to execute the attached contract <br />amendment with Parking Concepts, Inc. of Los Angeles in an amount not to exceed $7,800 <br />for a three -month period, subject to non - substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />The City of Santa Ana owns and operates four parking facilities within Downtown Santa Ana. All <br />four facilities are multi -level parking structures and are vital in providing easily accessible parking <br />for the surrounding retail businesses and numerous visitors to this area. The parking structures <br />accommodate both transient and monthly patrons, as well as provide parking for numerous events <br />held throughout the year within the downtown. <br />The parking structures provide an initial impression to customers visiting Santa Ana; therefore, the <br />efficient operation of the parking structures and customer service are of primary importance. In <br />2007, following a Request for Proposals (RFP) process, a contract was awarded to Parking <br />Concepts Inc. (PCI) for the operation of four downtown city -owned parking garages. The current <br />operations agreement with PCI will expire on December 31, 2012 and all renewal options have <br />been exercised. On September 17, 2012, an action was presented to City Council to develop and <br />release an RFP for a municipal structures operator. The City Council motion was to continue <br />consideration of the matter until after the Property Based Improvement District (PBID) /Community <br />Management District (CMD) matter is resolved. However, since the the PBID /CMD matter is not <br />directly related to the release of a municipal parking structures operator RFP, staff is respectfully <br />requesting reconsideration of the matter at this time. <br />25D -1 <br />
