REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 19, 2012 <br />TITLE: <br />RESOLUTION -- MEASURE M2 <br />ENVIRONMENTAL CLEANUP <br />PROGRAM GRANT APPLICATION <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager to submit an application for funding <br />consideration under the Measure M2 Environmental Cleanup Program to the Orange County <br />Transportation Authority. <br />DISCUSSION <br />The Orange County Transportation Authority (OCTA) has issued a call for projects under the <br />Measure M2 Environmental Cleanup Program (ECP). The ECP funding allocations are for FY <br />12/13 through FY 14/15 and fall under the Tier 2 Grant Program. The program provides up to <br />$5 million per project phase, including engineering and construction. <br />A total of $13.3 million is available under this first call for projects. Priority is given to projects which <br />help protect Orange County beaches and waterways from transportation- generated pollution (urban <br />runoff) and improve overall water quality. On September 4, 2012, an application was submitted to <br />OCTA for the Santa Ana Delhi Channel Diversion Project, requesting $4,288,125 in grant funding, <br />and included a draft resolution to meet the application cutoff date. <br />The Santa Ana Delhi Channel Diversion Project is intended to capture and divert urban discharge <br />low -flow into the sanitary sewer system to address urban surface water quality in accordance with <br />the Orange County MS4 permit. The treatment device will capture sediment, trash, and debris prior <br />to discharging the flows into an underground storage vault, where it will eventually be pumped into <br />the OCSD sanitary sewer line or harvested for irrigation use at the Newport Beach Golf Course. <br />The proposed project is a joint venture between the cities of Santa Ana, Newport Beach, and Costa <br />Mesa. The cities are also developing a cost - sharing agreement for this project. The City of Santa <br />Ana will utilize the Federal Clean Water Protection Enterprise for its portion of the required matching <br />funds. <br />Due to the environmental regulations requiring improvement to the overall water quality of the <br />nation's waterways from urban - generated pollution, staff recommends that City Council adopt a <br />55A -1 <br />
