I a; Con,,Ull 0 'S" <br />The existing Paseo de Valencia within the project limits consists of two southbound lanes and three <br />northbound lanes. This project is consistent with the City's General Plan to convert Paseo de Valencia to <br />a major arterial and to correct the current lane imbalance in anticipation of future traffic demands. The <br />City defines major arterials as six -lane divided roadways. The project will provide one additional <br />southbound lane. <br />Other project improvements include median reconstruction, minor sidewalk reconstruction, providing a <br />new sidewalk on the southbound direction, new Class II bike path on the northbound direction and <br />landscaping. The goals for this project were very straight forward: ensure the <br />project's impacts within Vernon are properly mitigated, and where possible suggest improvements to <br />specific mitigation measures or the geometric design which will enhance and improve the City's environs <br />along the 1-710 corridor. We evaluated each impact within the City that is described in the Draft 1-710 <br />EIR/EIS, and we appraised the mitigation measures being recommended to ensure they effectively <br />minimized the impacts.
