D. The McGowan House was placed on the Santa Ana Register of Historical <br />Properties for its architectural style, Criterion One, and its connection with <br />a use that was once common but now rare (agricultural use) Criterian Six. <br />E. Santa Ana Register Criterion One [SAMC 30-2 (1 }]: <br />The integrity of the Victorian design has been affected by the 1938 <br />remodel, but the home retains its cultural and architectural integrity as a <br />rare example of a VictorianlColonial Revival farmhouse through the <br />retention of materials, workmanship and design characteristics. <br />Additionally, the house was designated with these characteristics as the <br />Colonial Revival alterations have achieved significance of their own aver <br />time. <br />The State Office of Historic Preservation releases technical bulletins to <br />help guide preservation efforts across the state. The California Office of <br />Historic Preservation Technical Assistance Series Number 6 discusses <br />changes to a resource, and suggests that "alterations over time to a <br />resource or changes in its use may themselves have historical, cultural or <br />architectural significance". <br />F. Santa Ana Register Criterion Six [SAMC 30-2 (6)]: <br />Historic context represents historic patterns or themes significant to a local <br />area. The McGowan House illustrates the importance of Santa Ana's rural <br />history and aspects of the community's transformation from an agrarian <br />community to suburban society. The McGowan House represents two <br />periods of cultural significance in the history of the Park Santiago <br />neighborhood. The Victorian farmhouse is associated with the agricultural <br />period which extended well into the 1920's when the city began to map <br />Park Santiago's west side street alignments. At that time, ranch and <br />orchard properties dominated the area. Coinciding with the Colonial <br />Revival alterations in 1938, the western half of the Park Santiago <br />transformed with single family residential developments, according to the <br />1942 Sanborn map. This marks the second period of significance- <br />suburban development. <br />The McGowan farmhouse is one of the first, if not the first residence, of <br />the northeast area of Santa Ana, and is significant for its association with <br />a transition from ranching to agricultural land uses that made a significant <br />contribution to local history, and for its distinctive and unique architectural <br />characteristics. This qualifies the McGowan House for individual eligibility <br />for local historic designation. Subsequently, the structure also qualifies for <br />the California Register based on the California Evaluation Criteria for its <br />association with events that have made a significant contribution to the <br />broad patterns of local, California or national history, and the structure's <br />distinctive characteristics of a type, period, region or method of <br />construction. <br />Resolution No. 2012-XXX <br />Page 2 of 4 <br />
