RFP No. 13-010 <br />Addendum No. <br />Page 3 of 6 <br />Q6: Is the winner always lowest bidder? <br />A: No, it is the most responsible and responsive bidder. <br />Q7: How do you calculate deductions for non-performance? <br />A: The bidder proposal extra work dollar figures are used to deduct failure to <br />perform based upon the Director's Representatives professional opinion on <br />the amount of time necessary to perform the failed work plus materials and <br />any equipment costs. <br />Q8: This RFP looks different from previous year for mowing and re- <br />seeding? <br />A: This particular specification has been reduced in scope in several areas of the <br />specification. Contractors should read the specifications carefully to <br />understand the new overall scope of work. The mowing specification <br />remains the same with exception of the equipment required to perform the <br />mowing. The seed variety and frequency is the same. <br />Qg: Must we use pre-mixed fertilizer? <br />A: No, however the formula by our vendors is specifically mixed for Santa Ana. <br />The Contractor could, if they choose, mix the fertilizer with the compost <br />themselves in the presence of the Director's Representative. <br />Q10: What is the renovation schedule for Adams Park? <br />A: Adams Park sport turf renovation is scheduled to begin on Monday, June <br />24th. The current contractor will stay with this schedule due to the short <br />window to renovate this field (between the end of Little League Season and <br />the beginning of Pop Warner Football season). Regretfully there will be <br />some overlap between the existing agreement term and the new agreement <br />tern that is proposed to start August 1, 2013. However, it cannot be <br />avoided. <br />Q11: When we put down mulch, do we have to give a sample to you? <br />A: The City retains right to test any soil or material used by contractor. <br />Q12: How long does contractor have to provide an Irrigation Technician? <br />A: Six months from the beginning of the agreement. At which time if the <br />contractor does not have a qualified Irrigation Technician they must sub- <br />contract with a qualified Irrigation Technician. <br />Q13: What is minimum or maximum fencing to meet the fencing requirement <br />if need be, how often is it generally needed? <br />A: Use Google Earth to measure facilities. Past practice has been to run the <br />temporary fencing along the boundaries of the turf being renovated. The <br />25A-94
