The state may at its discretion recapture funds obligated <br />under this exhibit, if expenditure plans are not being met. <br />--------------------------------------------- <br />PROGRAM NARRATIVE <br />The purpose of this action is to initiate this Local <br />Workforce Investment Area's (LWIA; new Program Year (PY) <br />2013 -14 Workforce Investment Act iWIA) Title I subgrant <br />agreement and to incorporate WIA Youth formula funding into <br />Grant Code (GCi 301. The amount in GC 301 represents this <br />LWIA's entire youth formula allocation for PY 2013 -14. The <br />term date for these funds is April 1, 2013 to June 30, 2015. <br />The LWIA will operate the WIA program in accordance with the <br />approved Workforce Investment Plan on file in the Workforce <br />Services Division of the Employment Development Department, <br />P.O.
