REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />J U LY 15, 2013 <br />TITLE: <br />APPROPRIATION ADJUSTMENT FOR <br />CALIFORNIA BOARD OF STATE AND <br />COMMUNITY CORRECTIONS LAW <br />ENFORCEMENT FUNDING <br />L� <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment recognizing $156,379 in Local Assistance law enforcement <br />funds from the California Board of State and Community Corrections in the Police Block Grants <br />revenue account and appropriate same to the grant expenditure account. <br />DISCUSSION <br />Legislation associated with the California 2011 Budget Act established the Board of State and <br />Community Corrections (BSCC) as an independent entity, effective July 1, 2012. The BSCC <br />assumed the previous functions of the Corrections Standards Authority, as well as other public <br />safety programs previously administered by the California Emergency Management Agency. <br />As part of the 2012 State Budget Act, $20 million for Local Assistance was appropriated for city <br />police departments, with the allocation formula to be developed by the BSCC in consultation with <br />the Department of Finance. In January, 2013 the Governor's Proposed Budget was released and <br />included an additional $4 million augmentation, for a total of $24 million for Local Assistance. <br />The California Police Chiefs Association (CPCA), on behalf of local law enforcement agencies, <br />presented to the BSCC an allocation formula based upon the regional needs in each county. In <br />its proposal, the CPCA proposed that the funds could be used regionally and in cooperation with <br />other agencies, and with a focus on serious, violent crimes and habitually non - compliant <br />offenders. The Santa Ana Police Department proposes to use its appropriation to fund overtime, <br />crime analysis systems, and equipment in support of this effort. Orange County agencies were <br />allocated a total of approximately $1.43 million, with the Santa Ana Police Department receiving <br />$156,379. <br />41UN <br />
