Addendum <br />Introduction and Summary <br />This Addendum is to the Final Mitigated Negative Declaration adopted by the City of Santa Ana in <br />January 2012 (2012 MND) for The Met at South Coast Multi-Family Residential Project (Project), <br />and analyzes the potential environmental effects of minor technical changes between the Project <br />described in the 2012 MND (Proposed Project) and the Project as ultimately approved by the Santa <br />Ana City Council in April 2012 (Approved Project), <br />The Approved Project, as described in this Addendum, involves only minor technical changes <br />regarding the size and location of a vacant parcel included in the Project The Approved Project does <br />not result in any new potentially significant impacts or cause a substantial increase in the severity of <br />the impacts identified in the 2012 MND, and no substantial changes with respect to the <br />circumstances under which the Project is undertaken have occurred. Thus, this Addendum to the <br />adopted 2012 MND is appropriate pursuant to the provisions of the California Environmental <br />Quality Act, Pub. Res. Code section 21000, etseq. (CEQA), and 14 Cal. Code Regs., section 15000, et <br />seq. (CEQA Guidelines). <br />Purpose of an Addendum <br />Pursuant to the CEQA Guidelines, a lead agency is required to determine whether its discretionary <br />approvals have the potential to result in significant environmental impacts. In the case of the <br />Project, the City of Santa Ana (City) is the lead agency and prepared and adopted the 2012 MND <br />pursuant to CEQA. The 2012 MND adequately analyzed and addressed the environmental effects of <br />the Proposed Project. As part of its final approval of the Project, the City required minor <br />modifications regarding the size and location of a vacant parcel, resulting in the Approved Project. <br />As the Approved Project involves minor technical changes to the Proposed Project, the City must <br />review the Approved Project and the 2012 MND in accordance with Sections 15162 and 15164 of <br />the CEQA Guidelines to determine the appropriate environmental review and documentation. <br />CEQA Guidelines Section 15164 states that the lead agency or responsible agency may prepare an <br />addendum to a previously adopted negative declaration if only minor changes or additions are <br />necessary or none of the conditions described in Section 15162 calling for the preparation of a <br />subsequent Environmental Impact Report (EIR) or negative declaration have occurred. Section <br />15162 of the CEQA Guidelines states that a subsequent EIR or negative declaration shall notbe <br />required for the project unless the City determines, on the basis of substantial evidence, that one or <br />more of the following conditions are met: <br />• Substantial changes are proposed to the project which will require major revisions of the <br />previous negative declaration due to the involvement of new significant environmental effects <br />or a substantial increase in the severity of previously identified significant effects; <br />• Substantial changes occur with respect to the circumstances under which the project is <br />The Met at South Coast Multi-Family Residential Project lune 2013 <br />Final Mitigated Negative Declaration-Addendum 1 <br />75B-59
