REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 3, 2013 <br />TITLE: <br />AGREEMENT WITH RANCHO SANTIAGO <br />COMMUNITY COLLEGE DISTRICT TO <br />PROVIDE INSTRUCTIONAL SERVICES <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />SUKO <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2n0 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Rancho <br />Santiago Community College District in the amount of $61,733 to provide instructional services to <br />eligible youth participating in the Seeds to Trees Digital Media Academy program, for a one year <br />term, subject to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On June 3, 2013 the City Council awarded $170,000 in Workforce Investment Act (WIA) funds to <br />the Santa Ana Public Library to operate a Youth Training Program. The Library will utilize the <br />funds to continue the "Seeds to Trees Digital Media Technology Academy" program. <br />The Digital Media Technology component of the Seeds to Trees program, developed in <br />partnership with Rancho Santiago Community College District's ( RSCCD) Corporate Training <br />Institute (CTI) is a comprehensive, post secondary program comprised of paid training and work <br />experience in the field of digital media technology. Twenty students, ranging in age from 16 -21, <br />will receive approximately six months of hands -on training from RSCCD's CTI to develop <br />necessary experience in the digital media field. <br />The curriculum will include introduction courses, subject specific courses, and concentration <br />courses such as graphics design, website design, scriptwriting, video production, digital music <br />production, and marketing. After completion of the first phase of the program, students will begin <br />five months of on- the -job paid work experience in the Library's web design and City Television <br />Channel Three (CTV -3) video production units. <br />RSCCD will provide skilled instructors, administrative management, curriculum development, <br />equipment, textbooks and materials required to support the curriculum for a total amount of <br />$61,733 which will be paid for with WIA grant funds. <br />25E -1 <br />
