Be located within an airport land use plan ? ? ? <br /> area, or, where such a plan has not been <br /> adopted, within two miles of a public airport <br /> or public use airport and expose people <br /> residing or working in the project area to <br /> excessive noise levels? <br />E Be located In the vicinity of a private airstrip ? ? ? <br /> and expose people residing or working In the <br /> oroiect area to excessive noise levels? <br />Discussion <br />Existing Ambient Noise Conditions at the Project Site <br />The existing noise-sensitive receivers in the vicinity of the project site include: multi-family <br />residences to the west across Sullivan Street and to the north, the New Spirit Baptist church also to <br />the north, single family residences to the east, and Estrellitas State Preschool located to the south. <br />The primary existing noise source in the project area is from traffic noise generated from Sullivan <br />Street. Other noise sources in the project vicinity are noises that are typical of residential land uses, <br />such as cars starting tip, occasional barking dogs, landscaping maintenance, distant aircraft, etc. <br />Four short-term attended sound level measurements were conducted to characterize the noise <br />environment in and around the project location. Three measurements were conducted on April 17th, <br />2012 and one on April 22,112012. A Larson Davis Type 812 sound level meter (short term), which is <br />classified as a Type 1 (precision grade) instrument was used during field measurements. As shown <br />on Figure 3-1, noise was measured at four noise-sensitive locations on or near the project site. <br />During the field measurements, the physical observations of the predominant noise sources <br />included: traffic along Sullivan Street, distant aircraft on approach to John Wayne Airport, passers- <br />by talking, and ambient noise sources such as birds, and distant landscape maintenance activities. <br />The Bat Nha Buddhist Meditation Center 3-68 June 2013 <br />Initial Study/Mitigated Negative Declaration a:E 00215.12 <br />31 C-121
