City of Santa Ana <br />Environmental Checklist <br />Article IV, Section 18-312 & 18.313 of the City's Municipal Code specifies permitted noise levels for <br />day and night time exterior and interior noise levels. Exterior and interior noise thresholds within <br />the City are presented in Table 3-13 below. In the event the alleged offensive noise consists entirely <br />of impact noise, simple tone noise, speech, music, or any combination thereof, each of the above <br />noise levels shall be reduced by five (5) dB(A). However, in the event the ambient noise level <br />exceeds either of the first two (2) noise limit categories above, the cumulative period applicable to <br />said category will he increased to reflect said ambient noise level. In the event the ambient noise <br />level exceeds the third noise limit category, the maximum allowable noise level under said category <br />will be increased to reflect the maximum ambient noise level. <br />Article IV, Section 18-314 of the City's Municipal Code specifies permitted flours for construction <br />activities. Noise associated with construction of any real property is exempt provided that it does <br />not occr between the howl of 8:00 p.m, and 7:00 a.m. on weekdays, including Saturday, or any <br />time on Sunday or a federal holiday. <br />Table 3-13. Expose persons to orgenerate noise levels in excess of standards established in the local <br />general plan or noise ordinance, or applicable standards of other agencies? <br />Less-than-Significant Impact with Mitigation Incorporated. Impacts related to construction and <br />operation of the proposed project are discussed separately below. <br />Construction <br />Construction of the proposed project is anticipated to take approximately 19 months to complete. <br />The proposed project would consist of various phases of activities over the construction period. <br />Construction phases are listed in Table 3-14 below. Construction activities would cause short-term <br />elevated noise levels at the residential land uses to the east and west; and at the church to the north <br />of the proposed project site. <br />As described above and shown in Table 3-14, existing noise levels at short-term measurement <br />locations ranged from 50 to 56 CIBA L,q at sensitive receivers on and around the project site. <br />Noise generated during construction would be dependent on the types of construction equipment <br />used during construction activity, site geometry (i.e., shielding from intervening terrain or other <br />structures), and the distance between the noise source and receiver.
