City of Santa Ana <br />Environmental Checklist <br />d. A substantial tempormy or periodic increase in ambient noise levels in the project vicinity <br />above levels existing without the project? <br />Less-than-Significant Impact with Mitigation Incorporated. As described in Xll.a, construction- <br />related activities and equipment used during construction of the proposed project would result in a <br />temporary or periodic increase in ambient noise levels above existing levels. The City's municipal <br />code exempts construction related noise provided that it occurs between the hours of 7:00 a.m. to <br />8:00 p.m. on weekdays and Saturday. However, the short-term noise from construction would be <br />loud at times at the nearby noise-sensitive land uses and could be disruptive. Therefore, Mitigation <br />Measure N01-1, which implements noise control measures, is provided to reduce construction noise <br />levels to a less-than-significant level. <br />The proposed project could include new HVAC units and would include increased used of the project <br />site during worship services, and new parking areas, which would produce periodic increases in <br />noise at sensitive receivers surrounding the project site. The HVAC units would be acoustically <br />engineered by the manufacturer to ensure that the City's noise standards would not be exceeded. <br />Mitigation Measure N01-2 would also be included to reduce noise levels from HVAC noise and assure <br />that impacts would be less than significant. The parking facilities will be located in a newly designed <br />underground facility and around the backside of the proposed site. An existing wall which extends <br />across all the north, east, and south side of the property will hinder the parking lot noise from <br />traveling to the adjacent sensitive land uses. Increased use of the courtyard could potentially <br />increase noise from worship services. However, these noise levels would be shielded by the wall <br />surrounding the project site and would be comparable to or below the existing ambient noise level. <br />Noise levels of this magnitude would not exceed any City standards. In addition, chanting and <br />parking lot noise is short-term in duration. As a result, noise related to operations of HVAC systems, <br />chanting, parking facilities is less than significant. <br />e. For a project located within an airport land use land use plan or, where such a plan has not <br />been adopted, within 2 miles of a public airport or public use airport, would the project expose <br />people residing or working in the project area to excessive noise levels? <br />No Impact. John Wayne Airport is located about 4 miles to the southeast of the project site (Google <br />Earth 2012). The project site is not located within any airport land use plan and not within 2 miles of <br />any public or private airport or airstrip. As a result, the proposed project site will not receive <br />airport-related noises, and the project would not expose people residing or working within the <br />project area to excessive noise levels. <br />f. For a project within the vicinity of a private airstrip, would the project expose people residing <br />or working In the project area to excessive noise levels? <br />No Impact. The proposed project is not within the vicinity of a private airstrip.
