City of Santa Ana Environmental Checklist <br />Outbound traffic would mimic inbound traffic and travel along Monta Vista Avenue would not be <br />likely. <br />Ultimately, due to the circumstances described above, although some vehicles associated with the <br />proposed project may choose Monta Vista Avenue as an alternate route, most would not due to its <br />limited connectivity, reduced capacity, slower speed limit, unsignalized intersections, and <br />residential nature. Therefore, under normal conditions, the proposed project is not expected to <br />substantially increase daily or peak hour traffic volumes along these roadways. However, as <br />discussed above, there is a potential that neighborhood traffic may increase above levels presented <br />here during limited special events. Therefore, implementation of Mitigation Measure TT-1 would <br />minimize impacts traffic impacts associated with special events, and reduce impacts to less than <br />significant levels. <br />Parking Impacts <br />The proposed project would not provide for adequate parking to serve the proposed project. The <br />City of Santa Ana Municipal Code (Sections 41-1401 and 41-1327) provides the City's parking <br />requirements for individual land uses. The code requirements related to the proposed project <br />include: <br />• Church: one space per 35 sf of floor area in seating areas without fixed seats; and <br />• Office space: three spaces for each 1,000 sf of gross floor area. <br />Pursuant to the municipal code, the proposed project would require a total of 123 parking spaces. <br />The proposed project would include 115 onsite parking spaces, and therefore would not meet the <br />minimum parking requirement. Handicap spaces would also be provided pursuant to the City of <br />Santa Ana Municipal Code. <br />An assessment of potential impacts on the adjacent residential neighborhood due to parking <br />intrusion was performed. In order to avoid any potential negative parking impacts, the project <br />proponents have taken the precaution of signing an agreement with the SAUSD to grant permission <br />for use of 55 parking stalls in the parking lot at Lincoln Elementary on Saturdays and Sunday. In the <br />event that more overflow parking is necessary than available onsite and at the elementary school, <br />vehicles may choose to park on Sullivan Street and Monte Vista Avenue, though this is expected to <br />be minimal. Additionally, implementation of Mitigation Measure TT-1 would minimize parking <br />impacts traffic impacts associated with special events, and reduce impacts to less than significant <br />levels. <br />Mitigation Measure TT-1: Prior to the issuance of building permits, the applicant shall prepare a <br />"Traffic Plan for Special Events." The plan shall include, but not be limited to information on the type <br />of event proposed, the homy of operation of the special event, the location of any off-site parking <br />lots and areas of loading and unloading. In addition, information on the number of busses to be <br />utilized, the locations where the busses will be parked, and the expected bus routes shall be <br />incorporated into the plan.
