City of Santa Ana <br />Environmental Checklist <br />future projects would have associated construction impacts with the potential to result in discharge <br />of stormwater to surface waters, either directly or, more commonly, via a local stormwater <br />collection system. All of these projects have been and would be required to comply with <br />construction stormwater requirements of the local jurisdiction and compliance with the general <br />NPDES permit for construction stormwater discharges. Furthermore, the BMPs and project design <br />features identified in Response IX(a) would minimize runoff and erosion impacts on hydrology and <br />water quality resulting from development of the proposed project. As discussed in Section IX, <br />"Hydrology and Water Quality;" all impacts resulting from the proposed project related to hydrology <br />and water quality would be less than significant. Thus, hydrology and water quality impacts related <br />to the proposed project would be less than significant and would not be cumulatively considerable. <br />Noise <br />The cumulative study area for noise includes all the projects listed on the cumulative projects list <br />(Table 3-26). Increases in noise in the vicinity of sensitive uses would occur during construction of <br />the proposed project Simultaneous construction of the proposed projects and related projects in the <br />vicinity of the proposed project area is not anticipated. As shown on Figure 3-3, no cumulative <br />projects are in the immediate vicinity of the proposed project. The closest project is approximately <br />one mile away from the project site. Noise from the proposed project would not create a <br />cumulatively considerable impact if construction time frames overlapped. Therefore, construction <br />noise from the proposed project is not anticipated to combine with construction noise from other <br />projects, and construction noise from the proposed project would not be cumulatively considerable. <br />Further, as described in Section XII, Noise, the City Municipal Code limits construction activities to <br />between the hours of 7:00 a.m. and 8:00 p.m., Monday through Saturday, and also prohibits <br />construction activities on Sundays and public holidays. Because compliance with this construction <br />time limit is required by the City Municipal Code, the proposed project and all other cumulative <br />development would be exempt, and the cumulative impact associated with construction noise in the <br />Santa Ana area would be considered less than significant. Lastly, because construction-related noise <br />generated under the proposed project would be mitigated by implementation of the noise control <br />measures provided in NOl-1, construction of the project would not result in a cumulatively <br />considerable impact. <br />Cumulative noise impacts are considered for the buildout year 2035. The TIA was used to determine <br />potential traffic-related noise impacts from the proposed project. The future roadway network <br />surrounding the project site was modeled using the TNM noise model with the buildout year traffic <br />volumes with and without the project. Table 3-27 below shows the project's contribution to the <br />build out year. <br />Table 3-27.
