Nighttime lighting onsite during construction would be limited, <br />providing only lighting necessary for safety and security. Consistent with the City's Noise Ordinance, <br />construction activity would be limited to between 7:00 a.m, and 8:00 p.m. on weekdays and <br />Saturday. No construction is proposed on Sundays or federal holidays. <br />Discretionary Approvals Required <br />The City of Santa Ana is the lead agency under CEQA and is responsible for permitting the project. <br />The applicant requests the following discretionary actions to implement the project: <br />• Conditional Use Permit to allow religious uses on a parcel zoned R1 (Single Family Residential); <br />• Variance to allow for an increase in allowable building height and a parking reduction; <br />• Lot Merger; and <br />• Adoption of the Mitigated Negative Declaration. <br />The Bat Buddhist Meditation Center 2 5 June 2013 <br />Ininal5tudy dy /Mitigated Negative Declaration ICF 00215.12 <br />31 C -53 <br />
