Regulatory Background: Noise Standards and Thresholds of Significance The proposed project is subject to the policies and standards contained in the Noise Element of the City of Santa Ana's General Plan and the City's Noise Ordinance. Table i of the City's General Plan Noise Element sets interior and exterior noise limits for residential land uses at 45 dBA and 65 dBA CNEL4, respectively. The City's General Plan Noise Element also requires that "all Residential uses should be protected with sound insulation over and above that provided by normal building construction when constructed in areas exposed to greater than 60 dB CNEL." Table 1 of the City's noise element sets interior and exterior noise limits for Institutional land uses at 45 dBA and 65 dBA CNEL, respectively.
