The project trip distribution methodology is provided on page 20 of the TIA <br />(Appendix D). The analysis below provides current operating conditions for intersections within the <br />vicinity of the proposed projectand includes a projection of their operating conditions for each <br />phase. <br />Intersections <br />The TIA analyzes six study area intersections located within the City of Santa Ana. The study area <br />intersections analyzed in the TIA are shown on Figure 3 -2. The City maintains an acceptable level of <br />service (LOS) standard of D or better for signalized intersections. While the City of Santa Ana also <br />permits LOS E or better for intersections within "major development areas,' the proposed project is <br />not located within a "major development area" and project area intersection and roadways must <br />maintain an LOS D or better to comply with the City of Santa Ana General Plan, Circulation Element <br />Measure M. The City of Santa Ana does not maintain standards for unsignalized intersection <br />operations; however, acceptable conditions, per the HCM Unsignalized methodology, include LOS C <br />or better. <br />Existing intersection operations were determined by using the Intersection Capacity Utilization <br />(ICU) methodology for signalized intersections. As shown in Table 3 -20, existing signalized <br />intersection operations within the study area operate at LOS B of- better during the peak hour. <br />Therefore, all six study area intersections currently operate at an acceptable level of service during <br />the peak hour. <br />Table 3.20.
