ARTICLE XVIII <br />18.0 UNION RIGHTS <br />18.1 Release Time for Union Grievance Representatives. The Union shall have the light to <br />appoint/elect a reasonable number of representatives who are recognized by the City as <br />officers or work site leaders/stewards. <br />A. Such reasonable number of work site leaders/stewards recognized by the City <br />shall be limited to sixteen (16). <br />B. The City's Employee Relations Manager shall be provided with a list of names <br />and classification titles of the Union's officers as set forth in the Santa Ana City <br />Employees, Chapter 1939/Service Employees International Union Local 721 <br />Bylaws, as well as the names and classification titles of all work site <br />leaders/stewards and other Union representatives. The Union agrees to inform the <br />City in writing of any changes in said list within ten (10) calendar days. <br />C. During the term of this Agreement, the City agrees to grant up to a total of two <br />hundred (200) hours per fiscal year on a non-cumulative basis to enable the <br />officers and worksite leaders/stewards to assist other bargaining unit employees in <br />processing grievances under the Grievance Review Procedure; provided, <br />however, that such officers and worksite leaders/stewards shall make advance <br />arrangement with their supervisors prior to absenting themselves for such <br />purpose. The officers and worksite leaders/stewards shall be required by the City <br />to record and report to their supervisors the work time spent in assisting other <br />bargaining unit employees pursuant to this provision of the Agreement. <br />D. Union Business Leave Time. In addition to the two hundred (200) hours per <br />fiscal year provided by the City on a non-cumulative basis, officers and worksite <br />leaders/stewards shall be granted an additional three hundred (300) hours per <br />fiscal year on a non-cumulative basis paid by the Union from the bank of hours or <br />directly by the Union. The purpose of this additional three hundred (300) ]yours <br />per fiscal year shall be to enable the officers and worksite leaders/stewards to <br />assist the bargaining unit employees in processing grievances under the Grievance <br />Review Procedure and for union activities which may include conventions, <br />seminars and meetings. However, such officers and worksite leaders/stewards <br />shall make advance arrangements with their supervisors prior to absenting <br />themselves for such purposes. The officers and worksite leaders/stewards shall be <br />required by the City to record and report to their supervisors on the work time <br />spent on Union business. <br />Time spent by the Union President, officers or worksite leaders/stewards on <br />President's leave and/or Union Business leave time, under this MOT J, shall not be <br />considered time worked for computation of overtime according to the Fair Labor <br />Standards Act, <br />61 <br />25B-101
