Project Location: 1901 East First Street - northeast corner of First Street and Cabrillo Park Drive <br />VI, Project Sponsor's Name and Address: Lyon Communities, 4901 Birch Street. Newport Beach CA <br />VI. General Plan Designation: DC 3.0 - District Center <br />VII. Zoning: C5 Metro East Mixed Use Overlay Zone 1 <br />VIII. Description of Project: The project proposes the development of 254 muiti-family units and 2,424 <br />square feet of retail space on a 5.1 acre site. An existing 4 level parking structure with 664 existing <br />parking spaces will be incorporated into the project. The project proposes to construct a five-story <br />low-rise building with 240 units against the west side of the existing parking structure. A three-story <br />building with 14 townhomes will be constructed along the south and east sides of the parking <br />structure. A 5,000 square foot club house and recreation deck with a swimming pool will be <br />constructed over the southern half of the existing parking structure and eliminate approximately 137 of <br />the existing spaces in the parking structure. Once completed, the project will provide a total of 555 <br />parking spaces, including 527 spaces in the existing parking structure and 28 surface parking spaces <br />throughout the site. The proposed site plan is shown in Figure 1. <br />IX. Surrounding Land Uses and Setting: <br />North: Multi-tenant office buildings including Kaiser Permanente medical offices, a 2-story parking <br />structure, vacant land, multi-family housing, Cabrillo Park and single-family residences. <br />South: Office, a private elementary school, a soccer field, and Interstate 5. <br />West: Cabrillo Park Drive and west of Cabrillo Park Drive is the 15-story Xerox Centre office building, <br />Interstate 5, and further west is vacant land and commercial development. <br />East: Low rise office building adjacent to and east of the site and further east are commercial uses, <br />including restaurants. <br />X. Other agencies whose approval is required. The only project approvals are a development <br />agreement amendment, vesting tentative tract map and a site plan by the City of Santa Ana. <br />Page 1 <br />75A-109
