Five -Year Implementation Plan <br />Amended February 2003 <br />Page 34 <br />E. Mobile Home Parks <br />Santa Ana has 29 mobile home parks. These parks serve a substantial number of <br />low- and very-low- income seniors and families. The current escalation of mobile <br />home park rents has made the economic environment for these very-low- income <br />families and seniors untenable, with many losing their coaches for nonpayment of <br />rent. The City provides up to a $5,000 loan to cover the cost of rehabilitation to <br />mobile home units for eligible very-low -, low- and moderate - income persons. <br />Currently, this program is being funded through HOME funds. <br />F. Assistance For Preservation of Affordable Units <br />The Agency in cooperation with the Housing Authority, will continue to work with <br />owners of affordable housing projects which have expiring affordable housing <br />covenants. <br />G. Capital Projects <br />Funds are provided to support the elimination of health and safety items. The <br />Minnie Street capital improvement project will be incorporated into an overall <br />revitalization program resulting in an improved residential environment and <br />rehabilitation of 527 very low- and low- income units. <br />In addition to these projects, the City of Santa Ana received in 1998 an <br />Empowerment Zone designation and federal Empowerment Zone funding. The <br />Agency will be providing funding in support of the nine Housing Strategies. <br />Agency funds are also used to meet match requirements for the federal HOME <br />Program. This amount is equal to 12% of HOME funds expended. These funds <br />are expended for Housing related activities for very low- and low- income <br />households. <br />The following tables list each potential project, the number of units to be <br />provided and the income level addressed. <br />Page 103 of 190 <br />
