Restore the economic and social health of the downtown area. <br />2. Make the area a source of pride to persons residing and working in Santa <br />Ana, or visiting the city. <br />3. Stimulate development and revitalization of the Downtown core and l <br />northern core so that the two areas are complementary, rather than <br />contradictory and competitive. <br />4. Strengthen vehicular access between the northern retail center and the" <br />Downtown, and implement a program of improved traffic circulation and <br />freeway access between north and central Santa Ana in order that service <br />to both areas is available to all persons in and surrounding the project area. <br />5. Encourage the revitalization of the shopping areas by implementing street <br />beautification and enhancement programs. <br />6. Guide development toward an urban environment while preserving the <br />aesthetic and cultural qualities of the city. <br />7. Assist in the reestablishment of businesses within the project area: <br />8. Stimulate and attract private investment, thereby improving the city's' <br />economic health, employment opportunities, and the tax base. <br />9. Preserve the retail vitality of the community by participating in a plan to' <br />increase the existing shopping area known as Main Place. <br />1.
