Work to retain existing and emerging businesses that are consistent <br />with the Specific Plan, wherever and whenever possible, through <br />redevelopment or rehabilitation efforts. <br />c. Recruit and actively encourage new businesses into the area that will <br />meet the standards of the Specific Plan. <br />d. Encourage the relocation and elimination of inappropriate activities. <br />e. Encourage the formation of a business improvement association to <br />promote the area, help educate other businesses, and instill high <br />professional and maintenance standards. <br />7. Create a secure atmosphere within which business and residential <br />communities can thrive. <br />a. Encourage land uses and design features that are not prone to <br />attracting criminal activity. <br />b. Continue to reduce the levels of criminal activity through active and <br />visible policing efforts. <br />c. Attract more desirable and viable uses to the area that serve to <br />enhance its customer base. <br />d. Encourage safe pedestrian circulation through adequate lighting <br />standards, appropriate setbacks, improved visibility, well- designed <br />landscaping, and convenient links to neighborhood shopping centers. <br />e. Encourage high maintenance standards to upgrade the overall <br />appearance of the area and increase public pride. <br />f. Create an interagency task force to coordinate policing, land -use <br />regulation, housing, and community service activities. <br />1. Complete medians in the First Street to regulate traffic and improve the <br />appearance of the First Street Corridor, <br />2. Encourage the redevelopment of the City entry point at Harbor Boulevard <br />and Westminster Avenue, <br />3.
