The reduction and prevention of blight, or the prevention of the relocation <br />of blight (within or outside the redevelopment project boundaries), and the <br />conservation, rehabilitation, and redevelopment of the project area in <br />accord with the General Plan, Specific Plans, the Redevelopment Plan, and <br />local codes and ordinances. <br />2. The widening and improvement of Bristol Street in accordance with the <br />Orange County Regional Highway Plan and the Circulation Element of the <br />Santa Ana General Plan. <br />3. The promotion of new and continuing private sector investment within the <br />project area to prevent the loss of and to facilitate the capture of <br />commercial sales activity. <br />4. The achievement of an environment reflecting a high level of concern for <br />architectural, landscape, and urban design and land -use principles <br />appropriate for attainment of the objectives of the Redevelopment Plan. <br />5. The retention and expansion of as many existing businesses as possible by <br />means of redevelopment and rehabilitation activities, and by encouraging <br />and assisting the cooperation and participation of owners, businesses, and <br />public agencies in the revitalization of the project area. <br />6. The provision for increased sales, business license, and other fees, taxes, <br />and revenues to the City of Santa Ana. <br />r <br />7. The creation and development of local job opportunities and the' <br />preservation of the area's existing employment base. <br />8. The replanning, redesign and development of areas which are stagnant or <br />improperly utilized. Any General Plan and /or land -use changes made by <br />the City within the project area shall be brought to the Project Area <br />Committee for its comment. <br />9. The elimination or ameliorization of certain environmental deficiencies, <br />including substandard vehicular circulation systems; inadequate water, <br />sewer, and storm drainage systems; insufficient off - street parking; and <br />other similar public improvement, facilities, and utilities deficiencies <br />adversely affecting the project area. <br />10. The expansion of the community's supply of housing (inside or outside the <br />project area), including opportunities for low- and moderate- income <br />households. Page 86 of 190 <br />
