CALIFORNIA DEPARTMENT OF FISH AND GAME <br />CERTIFICATE OF FEE EXEMPTION <br />De Minimis Impact Finding <br />ER No.: 04 -34 <br />Lead Agency: City of Santa Ana <br />Name of Project Proponent: City of Santa Ana <br />Address of Project Proponent: 20 civic Center Plaza, Santa Ana, CA <br />Project Title /Description: Redevelopment Project Areas Merger/ The proposed <br />project involves amendments to existing redevelopment plans to merge the <br />Central City, Inter -City Commuter Station, North Harbor, South Harbor, <br />South Main and Bristol Corridor Redevelopment Project Areas into a one <br />Redevelopment Project Area. <br />The proposed merger of the six existing redevelopment projects is a <br />technical amendment to the redevelopment plans that would allow the <br />Community Redevelopment Agency ( "Agency" )to more effectively administer <br />its redevelopment program by allowing the Agency to combine tax <br />increment revenues from the existing redevelopment project areas to fund <br />activities anywhere in the merged project area. The merging of the <br />existing project areas does change the boundaries of the existing <br />redevelopment project areas or change the financial and time limit <br />provisions stated in the existing Redevelopment Plans for each of the <br />Redevelopment project areas. <br />Project Location: Central City Redevelopment Project Area, Inter -City <br />Commuter Station Redevelopment Project Area, North Harbor Redevelopment <br />Project Area, South Harbor Redevelopment Project Area, South Main <br />Redevelopment Project Area and Bristol Corridor Redevelopment Project <br />Area - <br />City: Santa Ana County: Orange <br />Findings of Exemption: <br />The City of Santa Ana, as the Lead Agency for the subject project, has <br />conducted an initial study for the above referenced project and has <br />determined there is no potential for adverse effects on wildlife <br />resources. The site exists in an urban environment characterized by <br />paved concrete, roadways, surrounding buildings and human activity. <br />There is no ecological habitat found on site or adjacent to the site <br />which would support wildlife resources. <br />Certification: <br />I hereby certify that the lead agency has made the above findings of <br />fact and that based upon the initial study and hearing record, the <br />project will not individually or cumulatively have an adverse effect on <br />wildlife resources, as defined in Section 711.2 of the Fish and Game <br />Code. <br />EXHIBIT 8 <br />signature:n�.
