C. GOALS AND OBJECTIVES <br />The Agency's Five -Year (2000 -2005) Implementation Plan outlines various <br />Redevelopment Plan goals and objectives for each of the Project Areas. In general, the <br />goals and objectives are summarized below, and are outlined for each of the Project <br />Areas on Table 3. <br />Eliminate physical blight. <br />2. Create new employment opportunities. <br />3. Encourage uniform and consistent land use patterns. <br />4. Encourage private commercial /industrial rehabilitation, development, and capital <br />investment. <br />5. Implement the City's General Plan. <br />6. Encourage highest and best use of available land consistent with the General <br />Plan. <br />7. Provide or replace public streets, alleys, parks, sidewalks, sewers, storm drains, <br />traffic signals, lighting systems, and other public facilities and improvements as <br />necessary. <br />8. Develop vacant or underutilized industrial land. <br />9. Provide for increased sales, business license, and other fees, taxes, and <br />revenues to the City of Santa Ana. <br />10. Expand the community's supply of housing, including opportunities for low and <br />moderate income housing. <br />D. AGENCY ACCOMPLISHMENTS <br />Redevelopment in Santa Ana began with the adoption of the Central City <br />Redevelopment Project in 1973. The project was adopted in response to deteriorating <br />conditions in the downtown.
