Comment Letter <br />California Regional Water Quality Control Board <br />December 19, 2003 <br />Comment Response <br />The Mitigated Negative Declaration prepared for the proposed project <br />includes mitigation requiring the applicant to receive approval of a <br />NPDES Permit for onsite dewatering activities and the discharge of <br />groundwater effluent into the local storm water system. <br />2. The Mitigated Negative Declaration prepared for the proposed project <br />includes mitigation requiring the applicant to show proof of coverage <br />under NPDES General Construction Activity Storm Water Permit. <br />3. The preliminary hydrology report prepared for the proposed project <br />identifies that the project would increase the surface water flows from the <br />project site by 6.39 CFS. The project site is situated within a developed <br />office center with existing drainage facilities. According to the City's <br />Public Works Department, the existing drainage facilities would be able to <br />accommodate increased surface water runoff from the project site. <br />4. Comment Noted. <br />The Mitigated Negative Declaration prepared for the proposed project <br />includes mitigation requiring the applicant to prepare a NPDES post - <br />construction stone water management plan per the Orange County <br />Drainage Area Management Plan that includes all structural and non- <br />structural Best Management Practices. <br />6.
