Richard Willson, Ph.D. FAICP is an expert on parking and access <br />planning and has previously helped other Orange County cities address parking issues. He will <br />provide all services on this project. <br />I. Purpose <br />Parking reform is an essential component of Smart Growth and economic development. The <br />City of Santa Ana is facing questions about the public parking supply in the downtown and <br />seeks to review the appropriateness of parking requirements citywide. The purpose of this work <br />is introduce parking reform to staff and stakeholders, provide advice on pressing parking issues, <br />and to frame the approach taken in a subsequent citywide parking reform effort. While parking <br />requirements are a key focus of the effort, parking management measures will also be <br />addressed since they can often address parking supply concerns. <br />The project will proceed on a task by task basis on the direction of the Project Manager. <br />Activities may include preparation of briefing papers, presentations and working meetings, <br />assessments of existing parking requirements and parking management, assessments of <br />stakeholders' parking issues, and technical analysis and recommendations for pressing parking <br />issues. <br />
