A. Comments made at City of Santa Ana Planning Commission Public <br />Hearing, held July 10, 1989. A complete transcript of that hearing is <br />presented in Subsection C herein, page V -. <br />"Let me assure you that the worst carcinogen that is put into our <br />atmosphere today are the fames stemming from diesel fuels. <br />Had the commission been aware of the voluminous amounts of <br />carcinogens that had been emitted and sent into the school <br />grounds, you would have taken some action not to perpetrate an <br />engineered increase in traffic along Bristol Street." <br />Response <br />The traffic impact study indicates that there will be no change in the <br />traffic loading on Bristol Street with any alternative. The impact <br />assessment demonstrates that in the future design year 2006, the <br />increase in average route speeds along Bristol Street will cause a <br />decrease in carbon monoxide emissions (3,656 pounds /day) and total <br />hydrocarbon emissions (375 pounds /day) and a slight increase in <br />nitrogen dioxide emissions (5 pounds/day). No change is expected in <br />sulfur oxides and particulate emissions. <br />2. "Let's also' consider the noise level and the decibels which are far <br />in excess, which should not be withstood by any human being, <br />particularly school children." <br />Resp9nse <br />Harmful effects of noise are discussed in detail on pages 4 -1 and 4 -2 of <br />the noise impact report (under separate cover). They are also <br />summarized in Table 4 -1. Figure 10 illustrates how speech <br />communication is affected at various distances as noise levels rise. The <br />noise study also presents federal and local noise criteria that relate to <br />noise increases at schools and other noise sensitive land uses affected <br />by the Bristol Street Widening Project. The impact assessment <br />indicates that noise levels will increase by less than one decibel with <br />each alternative (an inaudible increase) and emphasizes the effects on <br />noise sensitive receptors located adjacent to Bristol Street. The <br />mitigation discussion details twelve mitigation strategies designed to <br />reduce potential noise impacts to acceptable levels as defined by <br />federal and local noise criteria. <br />V -5 <br />
