2014 -2021 SANTA ANA HOUSING ELEMENT AND PUBLIC SAFETY ELEMENT UPDATES <br />CITY OF SANTA ANA <br />1. Introduction <br />1.3.5 Environmental Review Background <br />In 2009, an Initial Study /Negative Declaration (2009 IS /ND) was prepared for the 2006 -2014 Santa Ana <br />Housing Element (SCH No. 2009041128). The analysis in the 2009 IS /ND covered many of the same areas <br />that would also accommodate the 2014 -2021 RHNA allocation. Table 5 provides an overview of the areas <br />previously addressed in the environmental analysis for the 2009 IS /ND in comparison to the areas currently <br />proposed as accommodating sites for the 2014 -2021 RHNA. As seen in the table, the allocations for the <br />Metro East, Fifth Street and First Street locations have not changed since the previous Housing Element and <br />supporting Initial Study /Negative Declaration. <br />The Renaissance Specific Plan evaluated in the 2009 IS /ND represents the same area designated as the <br />Transit Zoning Code (TZC) in the proposed Housing Element update. An Environmental Impact Report <br />(EIR) was prepared and certified for the TZC which was adopted by the City in 2010. <br />As with the currently proposed Housing Element update, the Harbor Corridor Specific Plan was identified to <br />accommodate a portion of the RHNA units. For the updated Housing Element, the units allocated to this <br />area have been reduced from 1,260 to 500 units.
