2014 -2021 SANTA ANA HOUSING ELEMENT AND PUBLIC SAFETY ELEMENT UPDATES <br />CITY OF SANTA ANA <br />1. Introduction <br />As required by CEQA, the rezoning of sites along First Street and Fifth Street would require the preparation <br />of environmental documentation that clarifies the impacts of residential /mixed uses to infrastructure, the <br />existence of any environmental constraints, and programs to mitigate impacts as required. <br />Housing Preservation <br />State law requires that housing elements include an analysis of "assisted multiple - family housing" projects <br />regarding their eligibility to change from low income housing to market rates by 2024 (10 years from the start <br />of the planning period). Assisted housing is multiple - family rental housing that receives government <br />assistance under federal, state, and /or local programs. Santa Ana currently (2013) has over 2,500 assisted <br />housing units. <br />If there are units at risk of converting to market rate rents by 2024, the element must include a detailed <br />inventory and analysis, including the following information: <br />■ Each development by project name and address <br />■ Type of governmental assistance received <br />■ Earliest possible date of conversion from low income use to market rates <br />■ Total elderly and nonelderly units that could be converted <br />■ An analysis of costs of preserving and /or replacing those units at risk in the current planning period. <br />■ Resources that could be used to preserve the at -risk units <br />■ Programs for preservation of at -risk units and quantified objectives <br />There are 798 units at risk of being converted to market rate between 2014 and 2021 and 880 units at risk <br />between 2014 and 2024. This includes all projects that have received public subsidies and are deed restricted <br />to be affordable to lower income households in Santa Ana, <br />1.4 GENERAL PLAN AND ZONING <br />Figure 6, General Plan Land Use Mcp, shows existing land use designations within the City of Santa Ana. The <br />update to the City's General Plan Housing Element consists of an updated determination of housing needs <br />within the City and revisions to policies and programs the City would implement to address those needs. The <br />draft 2014 -2021 Housing Element identifies adequate sites for potential residential /mixed -use development <br />that could accommodate unmet portions of the RHNA by 2021. The entire housing need can be <br />accommodated within three of the identified areas: Metro East Overlay, Harbor Corridor Specific Plan, and <br />the TZC. Of these areas, only the Harbor Corridor Specific Plan area requires a General Plan Amendment <br />and Zone Change to modify allowed land uses. At this tune, the Harbor Corridor Specific Plan and FIR are <br />being prepared and are anticipated to be approved in early 2014. <br />Page 22 • The Planning Center I DC&E Decembep 2013 <br />75A -44 <br />
