2014 -2021 SANTA ANA HOUSING ELEMENT AND PUBLIC SAFETY ELEMENT UPDATES <br />CITY OF SANTA ANA <br />3. Environmental Analysis <br />e) Conflict with any local policies or ordinances protecting biological resources, such as a tree <br />preservation policy or ordinance? <br />Less Than Significant Impact. Pursuant to Chapter 33 (Streets, Sidewalks, and Public Works), Article VII <br />(Regulation of the Planting, Maintenance, and Removal of Trees) of the City's Code of Ordinances, public <br />street trees are to be maintained and protected to preserve the City's urban forest. The article outlines policies <br />regulating tree planting and pruning standards, specifying allowable tree species, and requiring site plan <br />reviews of new developments to ensure street trees are planted appropriately. However, the project itself <br />would not involve clearance of vegetation or ground - disturbing activities. Therefore, the Housing Element <br />would not conflict with any local policies or ordinances protecting biological resources and impacts would be <br />less than significant. <br />f) Conflict with the provisions of an adopted Habitat Conservation Plan, Natural Community <br />Conservation Plan, or other approved local, regional, or state habitat conservation plan? <br />No Impact. The City is not located within any Habitat Conservation Plan or Natural Community <br />Conservation Plan (CDFW 2013). Therefore, the project would not conflict with any habitat conservation <br />plans and no impact would occur. <br />3.5 CULTURAL RESOURCES <br />a) Cause a substantial adverse change in the significance of a historical resource as defined in <br />§ 15064.5? <br />Less Than Significant Impact. Section 15064.5 defines historic resources as resources listed or determined <br />to be eligible for listing by the State Historical Resources Commission, a local register of historical resources, <br />or the lead agency. Generally a resource is considered to be "historically significant," if it meets one of the <br />following criteria: <br />i) Is associated with events that have made a significant contribution to the broad patterns of California's <br />history and cultural heritage; <br />ii) Is associated with the lives of persons important in our past; <br />iii) Embodies the distinctive characteristics of a type, period, region or method of construction, or <br />represents the work of an important creative individual, or possesses high artistic values; or <br />iv) Has yielded, or may be likely to yield, information important in prehistory or history. <br />The Housing Element designates adequate sites for potential future development that could accommodate <br />any unmet portion of the RHNA through 2021. The anticipated development would occur on either vacant <br />or underutilized parcels throughout the City. Underutilized parcels in the City may currently contain historic <br />structures. According to the City of Santa Ana Historic Resources Map, the Transit Zoning Code area <br />includes a majority of the French Park National Register District, which was listed on the National Register <br />of Historic Places in 1999 (Santa Ana 2004).
